[dinifti] dinifti 2.28.8

Thanks to James Andrews of Stanford, I was able to fix a bug where 
dinifti did not respect user's choice if the number of slices per volume 
were specified on the command line (using the "-s " flag.) This is now 
fixed in 2.28.8.
